First: Vietnam has a stable political system and favorable geographical location. The Government and Prime Minister are very interested in promoting investment cooperation and developing the semiconductor industry in Vietnam.
Accordingly, the Government has assigned the Ministry of Planning and Investment, the Ministry of Information and Communications and other ministries to develop an action plan and strategy for developing the semiconductor industry in Vietnam. Vietnam is also building a human resources development project with the goal of forming a team of 50,000 engineers and experts for the semiconductor industry by 2030.
Second: Vietnam has an abundant workforce in the field of engineering and technology suitable for the semiconductor industry.
Vietnam also has reputable research and training units in the field of semiconductors such as Hanoi National University, Ho Chi Minh City National University, Hanoi University of Science and Technology as well as large enterprises with resources. and is ready to cooperate in developing semiconductors in industries such as Viettel, VNPT, FPT, CMC…

Nguyen Thien Nghia, deputy head of the Bureau of Information and Communications Technology (ICT) Industry, said that Vietnam’s ICT industry has grown impressively.
In 2022, the nation was ranked second for phone exports in the world, and became the sixth-largest computer part exporter.
Vietnam has some 300,000 engineers, 1.6 million workers and 42,000 companies active in the technological sector, Nghia said, adding that the nation is home to numerous firms specializing in designing, testing and assembling chips.
According to Mr. Nghia, by 2022 it is estimated to reach 148 billion USD, of which Vietnam ranks 2nd in phone exports, 6th in computer components exports and 6th in information technology outsourcing.
